Scout Outpost by Lincoln City Sporting Goods is a Federal Firearms Licensee serving Lincoln City and the Oregon Coast. We handle firearm transfers, FFL transfers, private-party transfers, suppressor transfers, and NFA transfers.
What Is a Transfer?
Need a Firearm or Suppressor Shipped to Scout Outpost?
A transfer is when you purchase a firearm, suppressor, or other regulated item from another dealer, website, auction, private seller, or third-party source — and that item is shipped to our store for the required paperwork, background check, and final pickup process.
If you are ordering online, please contact us before your item ships. That helps us receive the item correctly, match it to you, and process it as quickly as possible.
Non-NFA Transfers
Online purchases, auction wins, FFL-to-FFL shipments, and eligible private-party transfers.
NFA & Suppressor Transfers
Suppressors, SBRs, and other NFA-regulated items purchased online or through Silencer Shop.
Private-Party Transfers
Oregon law requires a background check for all transfers, including between private citizens.

Start Your Transfer Before It Ships
Please allow 1–2 business days after carrier delivery for our team to receive, inspect, log, and process your transfer. You will be contacted once it is officially checked in and ready.
Standard Transfers
Non-NFA Firearm Transfers
We handle standard firearm transfers for eligible customers in accordance with all applicable federal law, Oregon law, and store policy. Standard transfers may include:
- Handguns
- Rifles
- Shotguns
- Receivers
- Online firearm purchases
- Auction purchases (GunBroker, etc.)
- Firearms shipped from another FFL
- Certain private-party transfer situations

Person-to-Person
Private-Party Transfers (Non-NFA)
Scout Outpost facilitates private-party firearm transfers in accordance with Oregon law. Oregon law requires a background check for all firearm transfers, including transfers between private citizens. Both buyer and seller should be present with valid identification.
Seller Should Bring
- The firearm, unloaded and in a case
- Current valid identification
- Payment, if the seller is paying the transfer fee
Buyer Should Bring
- Current Oregon driver license or state ID
- Additional documentation if name is incomplete or does not match
- Payment, if the buyer is paying the transfer fee
Private-Party Fee
Plus applicable Oregon FICS/background check fee. Required by state law on all transfers.

NFA & Suppressor Transfers
Scout Outpost can help with suppressor transfers and other NFA-regulated items. If you purchase a suppressor or NFA item online and have it shipped to our store, we can guide you through the required Form 4 and transfer process.

We Use Silencer Shop for All NFA eForms Submissions
Every suppressor and NFA item that comes through Scout Outpost is processed through Silencer Shop — the industry standard for electronic Form 4 submissions. You will need a Silencer Shop account to complete your transfer. Already have one? Great. If not, we have a free kiosk in the store and can walk you through setup in about five minutes.
Choose Your Suppressor
Browse silencershop.com/scout-outpost, select your suppressor or NFA item, add a tax stamp, and choose how you want to register — Individual, Trust, or Corporation. Not sure? The Single Shot Trust is the most common and lowest-cost option.
Use Our In-Store Kiosk
Visit Scout Outpost and use our free Silencer Shop kiosk. In about five minutes, your fingerprints and demographic information are captured and saved to your profile. You only need to do this once — ever.
Add a Photo to Your Profile
Take a passport-style selfie and upload it through the Silencer Shop app, or email it to photo@silencershop.com.
Sign the DocuSign
Silencer Shop will email you a DocuSign. Review and sign it from your phone or computer.
Create an ATF eForms Account
Register at eforms.atf.gov. This is the federal system used to submit your electronic Form 4. Use the same email and information as your Silencer Shop profile.
We Submit — Then You Wait
When Silencer Shop sends a "Ready to Certify" email, contact us to complete the ATF submission. Once submitted, you will receive ATF status updates by email. When approved, come pick up your item.

Outbound Transfers
Transfers Out / Shipping
We can also help ship firearms to another receiving FFL. Once the receiving FFL and destination are confirmed, we will calculate shipping and applicable fees. Tracking information is available upon request. Call us to get started.
